SYNOPSIS: At 3:00 PM today, the center of Severe Tropical Storm "OFEL" {USAGI} was estimated based on all available data at 205 km West Northwest of Itbayat, Batanes (OUTSIDE PAR) (21.2°N, 119.9°E) with maximum sustained winds of 100 km/h near the center and gustiness of up to 125 km/h. It is moving North Northwestward at 15 km/h. Meanwhile, the center of the eye of Typhoon "PEPITO" {MAN-YI} was estimated based on all available data at 485 km Guiuan, Eastern Samar (11.0°N, 130.2°E) with maximum sustained winds of 150 km/h near the center and gustiness of up to 185 km/h. It is moving West Northwestward at 30 km/h.
