SYNOPSIS: At 3:00 AM today, the center of the eye of Typhoon "MARCE" {YINXING} was located based on all available data over the coastal waters of Pasuquin, Ilocos Norte (18.5°N, 120.3°E) with maximum sustained winds of 155 km/h and gustiness of up to 215 km/h. It is moving West Northwestward at 10 km/h.
