SYNOPSIS: At 3:00 AM today, the center of the eye of Super Typhoon "LEON" {KONG-REY} was located based on all available data at 105 km East Northeast of Itbayat, Batanes (21.1°N, 122.8°E) with maximum sustained winds of 195 km/h and gustiness of up to 240 km/h. It is moving Northwestward at 20 km/h.
