SYNOPSIS: At 3:00 PM today, the center of the eye of Super Typhoon "LEON" {KONG-REY} was estimated based on all available data at 285 km East of Calayan, Cagayan or 230 East Southeast of Basco, Batanes (19.9 °N, 124.1°E) with maximum sustained winds of 185 km/h and gustiness of up to 230 km/h. It is moving Northwestward at 20 km/h.
