SYNOPSIS: At 3:00 PM today, the center of Severe Tropical Storm "KRISTINE" {TRAMI} was estimated based on all available data over the coastal waters of Santa Cruz, Ilocos Sur (17.0°N, 120.3°E) with maximum sustained winds of 95 km/h near the center and gustiness of up to 145 km/h. It is moving Westward slowly.
