SYNOPSIS: At 3:00 PM today, the center of the eye of Typhoon "JULIAN" {KRATHON} was estimated based on all available data at 245 km Northwest of Itbayat, Batanes (22.6°N, 120.5°E) with maximum sustained winds of 120 km/h near the center and gustiness of up to 200 km/h. It is moving Northeastward at 10 km/h. Easterlies affecting Southern Luzon, Visayas, and Mindanao.
