SYNOPSIS: At 3:00 PM today, the center of the eye of Typhoon "JULIAN" {KRATHON} was estimated based on all available data at 80 km West of Basco, Batanes (20.5°N, 121.2°E) with maximum sustained winds of 175 km/h near the center and gustiness of up to 215 km/h. It is moving West Northwestward at 15 km/h.
