SYNOPSIS: At 3:00 AM today, the center of the eye of Typhoon "CARINA" {GAEMI} was estimated based on all available data at 450 km North of Itbayat, Batanes (24.8°N, 121.3°E) with maximum sustained winds of 150 km/h near the center and gustiness of up to 250 km/h. It is moving Northward at 20 km/h. Southwest Monsoon affecting the country.
