SYNOPSIS: At 3:00 PM today, the center of Severe Tropical Storm "CARINA" {GAEMI} was estimated based on all available data at 420 km East of Tuguegarao City, Cagayan (17.8°N, 125.7°E) with maximum sustained winds of 120 km/h near the center and gustiness of up to 150 km/h. It is moving North Northeastward slowly.
