SYNOPSIS: At 3:00 PM today, the center of the eye of Typhoon "JENNY" {KOINU} was estimated based on all available data at 240 km Northwest of Itbayat, Batanes (22.0°N, 119.9°E) with maximum sustained winds of 140 km/h near the center and gustiness of up to 170 km/h. It is moving Westward at 15 km/h. Southwest Monsoon affecting Central Luzon, Southern Luzon, and Visayas.
