SYNOPSIS: At 3:00 AM today, the center of the eye of Super Typhoon "GORING" {SAOLA} was estimated based on all available data over the coastal waters of Sabtang (Sabtang Is.), Batanes (19.9°N, 121.7°E) with maximum sustained winds of 195 km/h near the center and gustiness of up to 240 km/h. It is moving Northwestward at 20 km/h. Southwest Monsoon affecting Central and Southern Luzon, Visayas, and Mindanao.
