SYNOPSIS: At 3:00 PM today, the center of the eye of Super Typhoon "GORING" {SAOLA} was estimated based on all available data at 95 km East Northeast of Casiguran, Aurora (16.5°N, 123.0°E) with maximum sustained winds of 185 km/h near the center and gustiness of up to 230 km/h. It is moving South Southeastward slowly. Southwest Monsoon affecting Central and Southern Luzon, Visayas, and Mindanao.
