SYNOPSIS: At 3:00 AM today, the center of the eye of Super Typhoon "GORING" {SAOLA} was estimated based on all available data over the coastal waters of Palanan, Isabela (17.1°N, 123.0°E) with maximum sustained winds of 185 km/h near the center and gustiness of up to 230 km/h. It is moving South Southwestward slowly. Southwest Monsoon affecting Central and Southern Luzon, Visayas, and Mindanao.
