SYNOPSIS: At 3:00 PM today, the center of Severe Tropical Storm "GORING" {SAOLA} was estimated based on all available data at 225 km East Southeast of Basco, Batanes (19.7°N, 124.0°E) with maximum sustained winds of 110 km/h near the center and gustiness of up to 135 km/h. It is moving Southeastward slowly. Southwest Monsoon affecting Central and Southern Luzon, Visayas, and Mindanao.
