SYNOPSIS: At 3:00 PM today, the center of the eye of Severe Tropical Storm "CHEDENG" {GUCHOL} was estimated based on all available data at 1,185 km East of Extreme Northern Luzon (24.3°N, 132.7°E), with maximum sustained winds of 110 km/h near the center and gustiness of up to 135 km/h. It is moving North Northeastward at 25 km/h. Southwest Monsoon affecting Luzon and Visayas.
