SYNOPSIS: At 3:00 AM today, the center of the eye of Typhoon "CHEDENG" {GUCHOL} was estimated based on all available data at 980 km East of Extreme Northern Luzon (21.9°N, 131.2°E), with maximum sustained winds of 130 km/h near the center and gustiness of up to 160 km/h. It is moving North Northeastward at 20 km/h. Southwest Monsoon affecting Central Luzon, Southern Luzon, Visayas, and Mindanao.
