SYNOPSIS: At 3:00 PM today, the center of the eye of Typhoon "CHEDENG" {GUCHOL} was estimated based on all available data at 885 km East of Northern Luzon (17.9°N, 130.1°E) with maximum sustained winds of 130 km/h near the center and gustiness of up to 160 km/h. It is moving North Northwestward at 10 km/h. Southwest Monsoon affecting Southern Luzon, Visayas, and Mindanao.
