SYNOPSIS: At 3:00 AM today, the center of the eye of Typhoon "CHEDENG" {GUCHOL} was estimated based on all available data at 875 km East of Central Luzon (16.9°N, 130.3°E) with maximum sustained winds of 130 km/h near the center and gustiness of up to 155 km/h. It is moving Northwestward at 10 km/h. Southwest Monsoon affecting Palawan, Visayas, and Mindanao.
