SYNOPSIS: At 3:00 PM today, the center of Severe Tropical Storm "BETTY" {MAWAR} was estimated based on all available data at 655 km Northeast of Itbayat, Batanes (25.0°N, 126.3°E) with maximum sustained winds of 95 km/h near the center and gustiness of up to 115 km/h. It is moving North Northeastward at 15 km/h. Southwest Monsoon affecting Central and Southern Luzon, Visayas, and Mindanao.
