SYNOPSIS: At 3:00 AM today, the center of the eye of Typhoon "BETTY" {MAWAR} was estimated based on all available data at 525 km East of Aparri, Cagayan (18.7°N, 126.6°E) with maximum sustained winds of 155 km/h near the center and gustiness of up to 190 km/h. It is moving Northwestward at 20 km/h. Southwest Monsoon affecting the western sections of Southern Luzon and Visayas.
