SYNOPSIS: At 3:00 AM today, the center of Tropical Storm "Rosal" {PAKHAR} was estimated based on all available data at 740 km East of Aparri, Cagayan or 750 km East of Calayan, Cagayan (19.3°N, 128.6°E) with maximum sustained winds of 85 km/h near the center and gustiness up to 105 km/h. It is moving Northeastward at 20 km/h. Northeast Monsoon affecting Extreme Northern Luzon.
