SYNOPSIS: At 3:00 PM today, the center of Tropical Depression "Rosal" was estimated based on all available data at 295 km East of Infanta, Quezon (15.0°N, 124.4°E) with maximum sustained winds of 45 km/h near the center and gustiness up to 55 km/h. It is moving North Northwestward at 15 km/h. Shear Line affecting eastern section of Northern Luzon.

Catanduanes: Rains with gusty winds, TD Rosal, Possible flooding or landslides due to moderate to heavy with at times intense rains. Minimal to minor threat to lives and properties due to strong winds.
Batanes and Babuyan Islands: Cloudy skies with light rains, Northeast Monsoon
