SYNOPSIS: At 3:00 AM today, the center of Tropical Depression "PAENG" was estimated based on all available data at 670 km East of Borongan City, Eastern Samar (12.1°N, 131.6°E) with maximum sustained winds of 55 km/h near the center and gustiness of up to 70 km/h. It is moving West Northwestward at 10 km/h. Shear Line affecting Southern Luzon.
