SYNOPSIS: At 3:00 AM today, the center of Tropical Depression "Obet" was estimated based on all available data at 345 km East of Basco, Batanes (20.5°N, 125.3°E), with maximum sustained winds of 45 km/h near the center and gustiness of up to 55 km/h. It is moving Westward at 30 km/h. Northeast Monsoon affecting Extreme Northern Luzon.
