SYNOPSIS: At 3:00 PM today, the center of the eye of Typhoon "KARDING" {NORU} was estimated based on all available data at 400 km West of Dagupan City, Pangasinan (15.9°N, 116.6°E) with maximum sustained winds of 140 km/h near the center and gustiness of up to 170 km/h. It is moving West at 30 km/h. Southwest Monsoon affecting the western sections of Southern Luzon and Visayas.
