SYNOPSIS: At 3:00 AM today, the center of the eye of Typhoon "KARDING" {NORU} was estimated based on all available data at 315 km East Southeast of Baler, Aurora or 305 km East of Infanta, Quezon (15.1°N, 124.5°E) with maximum sustained winds of 155 km/h near the center and gustiness of up to 190 km/h. It is moving West Southwestward at 25 km/h.
