SYNOPSIS: At 3:00 PM today, the center of Tropical Storm "KARDING" was estimated based on all available data at 1,000 km East of Northern Luzon (17.7°N, 131.2°E) with maximum sustained winds of 75 km/h near the center and gustiness of up to 90 km/h. It is moving Westward at 15 km/h. Southwest Monsoon affecting the western sections of Southern Luzon and Visayas.
