SYNOPSIS: At 3:00 AM today, the center of Tropical Storm "KARDING" was estimated based on all available data at 1,245 km East of Northern Luzon (18.1°N, 133.5°E) with maximum sustained winds of 65 km/h near the center and gustiness of up to 80 km/h. It is moving Westward at 10 km/h. Southwest Monsoon affecting the western sections of Southern Luzon and Visayas.
