SYNOPSIS: At 3:00 PM today, the center of Tropical Storm "KARDING" was estimated based on all available data at 1,340 km East of Northern Luzon (17.9°N, 134.4°E) with maximum sustained winds of 65 km/h near the center and gustiness up to 80 km/h. It is moving North Northwestward slowly. Southwest Monsoon affecting the western sections of Central and Southern Luzon.
