SYNOPSIS: At 3:00 AM today, the center of the eye of Typhoon "HENRY" {HINNAMNOR} was estimated based on all available data at 390 km East Northeast of Itbayat, Batanes (21.3°N, 125.6°E) with maximum sustained winds of 175 km/h near the center and gustiness of up to 215 km/h. It is almost stationary. Southwest Monsoon affecting the western sections of Central and Southern Luzon.
