SYNOPSIS: At 3:00 PM today, the center of Tropical Depression "ESTER" was estimated based on all available data at 575 km East of Itbayat, Batanes (21.5°N, 127.3°E) with maximum sustained winds of 45 km/h near the center and gustiness of up to 55 km/h. It is moving Northward slowly. Southwest Monsoon affecting Luzon and Visayas.
