SYNOPSIS: At 3:00 PM today, the center of Tropical Depression "DOMENG" was estimated based on all available data at 940 km East of Extreme Northern Luzon (19.4°N, 130.9°E) with maximum sustained winds of 45 km/h near the center and gustiness of up to 55 km/h. It is moving northwestward at 15 km/h. Southwest Monsoon affecting the western section of Central and Southern Luzon.
