SYNOPSIS: At 3:00 AM today, the center of the eye of Typhoon {RAI} (formerly Typhoon "ODETTE") was located based on all available data at 295 km Northwest of Pag-asa Island, Kalayaan, Palawan (12.7°N,112.0°E) (OUTSIDE PAR) with maximum sustained winds of 195 km/h near the center and gustiness of up to 240 km/h. It is moving West Northwestward at 25 km/h., the Shear line affecting the eastern section of Luzon. Northeast monsoon affecting the rest of Northern and Central Luzon.
