SYNOPSIS: At 3:00 PM today, the center of the eye of Typhoon {RAI} (formerly Typhoon "ODETTE") was located based on all available data at 55 km Northeast of Pag-asa Island, Kalayaan, Palawan (11.3°N, 114.5°E) (OUTSIDE PAR) with maximum sustained winds of 165 km/h near the center and gustiness of up to 205 km/h. It is moving Westward at 25 km/h. Shear line affecting the eastern section of Luzon. Northeast monsoon affecting the rest of Northern and Central Luzon.

Kalayaan Islands: Stormy, TY Odette, Possible flash floods or landslides due to heavy to torrential rains. Moderate to heavy damage to structures and vegetation possible due to destructive typhoon-force winds
