SYNOPSIS: At 3:00 PM today, the center of the eye of Typhoon "ODETTE" {RAI} was located based on all available data over the coastal waters of Cagdianao, Dinagat Islands (10.0°N, 125.7°E) with maximum sustained winds of 195 km/h near the center and gustiness of up to 270 km/h. It is moving Westward at 30 km/h. Northeast Monsoon affecting Luzon.
