SYNOPSIS: At 3:00 PM today, the center of Severe Tropical Storm "MARING" was estimated based on all available data at 155 km East Southeast of Aparri, Cagayan (18.9°N, 122.9E) with maximum sustained winds of 95 km/h near the center and gustiness of up to 115 km/h. It is moving Westward at 20 km/h. Southwest Monsoon affecting Southern Luzon and the western sections of Visayas, and Mindanao.
