SYNOPSIS: At 3:00 AM today, the center of Tropical Storm "MARING" was estimated based on all available data at 365 km East of Aparri, Cagayan (18.7°N, 125.1°E) with maximum sustained winds of 85 km/h near the center and gustiness of up to 105 km/h. It is moving West Northwestward at 25 km/h. Southwest Monsoon affecting the western sections of Southern Luzon, Visayas, and Mindanao.
