SYNOPSIS: At 3:00 PM today, the center of Severe Tropical Storm "JOLINA" (CONSON) was estimated based on all available data 50 km West Northwest of Masbate city, Masbate (12.5°N, 123.2°E) with maximum sustained winds of 100 km/h near the center and gustiness of up to 125 km/h. It is moving West Northwestward at 15 km/h. Southwest Monsoon affecting the western sections of Southern Luzon, Visayas, and Mindanao.
