SYNOPSIS: At 3:00 PM today, the center of Tropical Storm "JOLINA" (CONSON) was estimated based on all available data at 110 km East of Guiuan, Eastern Samar (10.9°N, 126.7°E) with maximum sustained winds of 75 km/h near the center and gustiness of up to 90 km/h. It is moving West Northwestward at 20 km/h. Southwest Monsoon affecting the western section of Southern Luzon, Visayas, and Mindanao.
