SYNOPSIS: Intertropical Convergence Zone (ITCZ) affecting Southern Luzon, Visayas, and Mindanao. Meanwhile at 3:00 AM today, the center of Severe Tropical Storm "ISANG" was estimated based on all available data at 360 km North Northeast of Itbayat, Batanes (23.6°N, 126.3°E) with maximum sustained winds of 95 km/h near the center and gustiness of up to 115 km/h. It is moving Northwestward at 20 km/h.
