SYNOPSIS: At 3:00 PM today, the center of Tropical Depression "FABIAN" was estimated based on all available data at 1,320 km East of Northern Luzon (17.9°N, 134.2°E) with maximum sustained winds of 45 km/h near the center and gustiness of up to 55 km/h. It is moving Northward slowly. Southwest Monsoon affecting Southern Luzon and Visayas.
