SYNOPSIS: At 3:00 AM today, the center of Tropical Storm "BISING" {SURIGAE} was estimated based on all available data at 1,315 km East of Extreme Northern Luzon (21.7°N, 134.5°E) with maximum sustained winds of 75 km/h near the center and gustiness of up to 90 km/h. It is moving East Southeastward at 25 km/h.
