SYNOPSIS: At 3:00 AM today, the center of Severe Tropical Storm "BISING" {SURIGAE} was estimated based on all available data at 945 km East Northeast of Extreme Northern Luzon (23.3°N, 130.6°E) with maximum sustained winds of 100 km/h near the center and gustiness of up to 125 km/h. It is moving Northeastward at 10 km/h.
