SYNOPSIS: At 3:00 AM today, the center of the eye of Typhoon "BISING" {SURIGAE} was located based on all available data at 575 km East Northeast of Basco, Batanes (21.4°N, 127.4°E) with maximum sustained winds of 140 km/h near the center and gustiness of up to 170 km/h. It is moving East Northeastward at 20 km/h.
