SYNOPSIS: At 3:00 PM today, the center of the eye of Typhoon "BISING" {SURIGAE} was located based on all available data at 340 km East Northeast of Tuguegarao City, Cagayan (18.2°N, 124.9°E) with maximum sustained winds of 165 km/h near the center and gustiness of up to 205 km/h. It is moving North at 15 km/h.
