SYNOPSIS: At 3:00 AM today, the center of the eye of Typhoon "BISING" (SURIGAE) was located based on all available data at 410 km East of Catarman, Northern Samar (12.7°N, 128.4°E) with maximum sustained winds of 215 km/h near the center and gustiness of up to 265 km/h. It is moving Northwestward at 15 km/h.
