SYNOPSIS: At 3:00 PM today, the eye of Typhoon "BISING" (SURIGAE) was located based on all available data at 895 km East of Surigao City, Surigao del Norte (9.2°N, 133.6°E) with maximum sustained winds of 130 km/h near the center and gustiness of up to 160 km/h. It is moving Westward at 15 km/h.
